The short version
- On September 27, 2026, the US and China published the product lists for their "30-for-30" deal: about $30 billion of goods each way that "could benefit from more favorable tariff treatment in the future" (USTR, Sept 27).
- The US list has 77 tariff lines: toys, small kitchen appliances, some Christmas items, home textiles, sporting goods and baby gear.
- No new rates and no start date yet. The official terms say cuts "will be determined and implemented in accordance with each side's domestic legal processes."
- Read the fine print: plastic Christmas ornaments and connected toys are not on the list.
What changed
On September 25 the White House said the two sides agreed on more favorable tariff treatment for $30 billion of non-sensitive goods in each direction. On September 27 the new US-China Board of Trade published the lists, the Terms of Reference and its Working Procedures. The US import list covers, among others:
- Toys (HTS 9503.00.00), but only "excluding items enabled with radio frequency, Wi-Fi, Ethernet, or Bluetooth"
- Christmas items: glass ornaments (9505.10.10), wood ornaments (9505.10.15), nativity scenes (9505.10.30), filament Christmas-tree lamps (8539.22.40, 8539.29.10)
- Small appliances: mixers and juicers, coffee and tea makers, toasters, microwaves, irons, shavers, flashlights, household scales
- Home textiles: bed linen, table linen, some curtains and wall hangings, pillows and cushions (not cotton), electric blankets
- Baby gear: high chairs, booster seats, walkers, bouncers, child safety seats, play yards
- Other: fireworks, plastic tableware, playing cards, billiards, balls, fishing hooks and line, vacuum flasks
The lists are based on 2024 trade values. The two sides "do not envision making adjustments more frequently than on an annual basis." See every line in our full list of goods.
What it means for your business
Nothing changes at the border yet. Duty is charged at the rate in effect when goods are entered, so price at today's rates until a new rate is published and in effect. News reports (Bloomberg, Sept 28) say most listed items would move to normal most-favored-nation rates, but no official document states a rate yet.
Check your exact HTS code, not the category. Many holiday products are not covered: plastic ornaments, artificial Christmas trees and other Christmas articles fall under 9505.10 lines that are not on the list, and no LED lighting line appears on it. Plastic artificial flowers are not on it either (only feather and "other material" lines are).
Illustrative only: on a $10,000 shipment, every 10 points of tariff removed saves $1,000.
Who is affected
- US importers, Amazon and Etsy sellers of Chinese-made toys (non-connected), small kitchen appliances, glass or wood ornaments, home textiles and baby gear.
- Not affected: plastic holiday decor, connected or Bluetooth toys, and Canadian importers (this is a US-China arrangement).
What to do now
- Match each product's 10-digit HTS code against the full list: US-China trade deal: full list of goods.
- Keep pricing at current duty. Don't cut prices until a rate and start date are official.
- For orders not shipped yet, ask your broker whether a later entry date could matter.
