What changed
In a news release on October 5, 2026, Canada Post said it will apply a 15% discount to the published fuel surcharge on eligible domestic parcels from October 5, 2026 to January 3, 2027, to help businesses through one of the busiest shipping periods of the year. The discount applies only to the fuel surcharge, not to the total shipping price, and the surcharge after the discount has a minimum of 25%.
Canada Post's fuel surcharge page lists eligible products: Priority, Xpresspost, Expedited Parcel, Expedited Parcel Plus, Regular Parcel, Day-old chicks and commercial prepaid products. The domestic surcharge is tied to the average Canadian diesel price and changes every Monday. The page lists 48.00% (40.80% with the relief) for October 12 to 18 and 47.00% (39.90% with the relief) for October 19 to 25. USA and international parcel services are listed at 27.25% and then 26.75%, with no relief figure.
What it means for your business
On a domestic parcel the relief takes about 7 points off the surcharge. Here is what that means at the October 19 to 25 rates (illustrative base rates, before taxes and other surcharges):
| Base rate (illustrative) | Surcharge at 47.00% | With relief, 39.90% | You save |
|---|---|---|---|
| $12.00 parcel | $5.64 | $4.79 | $0.85 |
| $20.00 parcel | $9.40 | $7.98 | $1.42 |
| $30.00 parcel | $14.10 | $11.97 | $2.13 |
| 100 parcels at $20.00 | $940.00 | $798.00 | $142.00 |
Illustrative: the weekly rate moves with diesel prices, so the dollar saving changes each Monday. A seller who ships mostly to the US gets nothing from this: USA and international parcels keep the full surcharge.
Who is affected
- Canadian sellers shipping parcels inside Canada with Priority, Xpresspost, Expedited Parcel, Expedited Parcel Plus or Regular Parcel, including marketplace sellers on Etsy and eBay who ship inside Canada.
- Shoppers paying calculated Canada Post shipping at checkout, if the platform passes the lower surcharge through.
- Not affected: parcels to the US or other countries, and the base rate itself.
What to do now
- Check your next invoice or label receipt: the relief is automatic, so the surcharge line should show the lower rate.
- If you charge flat shipping inside Canada, recheck it with our shipping cost calculator; you may be able to trim it for the holidays.
- Plan for January 4, 2027: the relief ends after January 3, so put the full surcharge back into flat rates from then.
