From October 18, 2026, USPS Ground Advantage labels on eBay are priced with three geographic rate groups, B, C and D, based on the destination ZIP code, alongside standard rates, instead of the old two-group setup (standard and rural). eBay says it is not an overall rate increase, but rates can go up or down for some ZIP codes. We counted the groups on eBay's list: 25,491 ZIP codes, including 7,625 that used to get standard rates.

The short version

  • From October 18, 2026, USPS Ground Advantage uses three geographic rate groups by destination ZIP code, plus standard rates, according to eBay's announcement.
  • eBay's ZIP list has 7,625 ZIP codes in Geo B, 14,275 in Geo C and 3,591 in Geo D: 25,491 in all. Every other ZIP code keeps standard rates.
  • Geo C and D together (17,866 ZIP codes) match eBay's February 2026 rural list, per Value Added Resource. Geo B is the new group: ZIP codes that were priced as standard until now.
  • eBay says most buyers will not see a rate increase, calculated shipping updates automatically, and Priority Mail does not change for now.

What changed

In an announcement on the eBay Community, eBay said USPS will use three rate groups for Ground Advantage shipments from October 18, based on the package's destination ZIP code. Until now there were two groups, standard and rural. eBay says this is not an overall rate increase: rates may go up or down for some ZIP codes, and most buyers will not see an increase. Sellers using calculated shipping get the new costs automatically, and eBay says it will keep passing the best available discounts to sellers on eBay Labels. There are no Priority Mail pricing updates at this time.

eBay published the ZIP codes in each group on a reference page. Its announcement does not include the new rate cards, so the dollar change per group is not published there yet.

What it means for your business

Here is how the groups break down on eBay's list, and how they compare with the old rural list:

Rate groupZIP codesBefore October 18
Geo B7,625Standard rates
Geo C14,275Rural list
Geo D3,591Rural list
All geo groups25,49117,866 rural plus 7,625 standard

Counts from eBay's ZIP reference page on October 16, 2026; the rural comparison is from Value Added Resource's check against eBay's February 23, 2026 rural list. The sellers most exposed are those who charge flat or free shipping: the label cost to a Geo B, C or D address can now differ from what you priced in, and you do not get that back from the buyer. Value Added Resource reported, in an article published October 15, that in its own test label prices for October 16 and October 19 ship dates were still identical, so the new rates may not show in the label tool before the 18th.

Who is affected

  • eBay sellers who buy USPS Ground Advantage labels through eBay Labels, especially those offering flat or free shipping.
  • Buyers in the 25,491 geo-group ZIP codes, whose calculated shipping can change.
  • Not affected for now: Priority Mail on eBay Labels.

What to do now

  1. Look up your most common buyer ZIP codes on eBay's geo list, especially if you sell a lot to rural areas.
  2. On flat or free shipping listings, buy one test label to a Geo B, C and D address after October 18 and compare with what you charge.
  3. Switch heavy items to calculated shipping if the gap is large; recheck your margin with our eBay fee calculator.
  4. Remember the USPS holiday surcharges also run to January 17, 2027: see our USPS holiday price brief.
