The short version

Fourteen stories this week. The dates that need action soonest: eBay's new USPS Ground Advantage pricing by ZIP starts October 18, Poshmark's $50 hazmat charge starts October 19, and US mail shipments owing Section 301 duties lose postal informal entry on October 22. Further out: the EU EUR 2 handling fee on November 1 and the end of 178 Section 301 exclusions on November 9.

Trade and tariffs

• Section 301 tariffs on China stay: USTR confirmed on October 7 that the 7.5% and 25% tariffs remain, with no rate change.
• De minimis mail rule from October 22: mail shipments that owe Section 301 or other Chapter 99 duties lose the postal informal entry.

Marketplaces and fees

• Poshmark hazmat fee: from October 19, sellers pay the full $50 USPS hazmat fee if a package is flagged. The usual cause is an old label on a reused box.
• eBay FCC ID rule: wireless electronics listings without an FCC ID may be hidden from US buyers.
• Etsy digital print test: Etsy is testing prints of buyers' digital downloads; sellers earn nothing on them. How to opt out.
• Vinted's October terms: from October 8 the UK Buyer Protection fee is renamed the Vinted Fee.
• eBay currency conversion on a $50 sale: the 3.25% fee adds $1.63; we compare eBay and Etsy net payouts.

Shipping and postal

• eBay USPS Ground Advantage geo pricing: from October 18, three rate groups by destination ZIP; 25,491 ZIP codes on eBay's list, 7,625 of them new to geo pricing.
• Canada Post fuel surcharge relief: 15% off the domestic surcharge until January 3, 2027; about $1.42 saved on a $20 parcel at this week's rate.

Europe

• EU EUR 2 handling fee: from November 1 (expected), a fixed EUR 2 per item on goods sold online to EU consumers, at any value, on top of the EUR 3 duty.
• New this week: import guides for all 27 EU countries, plus the UK, Norway, Iceland and Switzerland, and our trade calendar.

• Metal tariffs, USMCA goods: the Commerce Department's Bureau of Industry and Security published guidance on how "U.S. content" is counted for Canadian and Mexican products under the steel, aluminum and copper tariffs, for goods entered from October 14, 2026 (Federal Register, October 14).
• Steel shelving from China: Commerce continued the antidumping and countervailing duty orders on prepackaged boltless steel shelving units from China, effective September 29, 2026 (Federal Register, October 14). If you import shelving, cash deposits keep being collected.
