eBay has posted new U.S. eBay balance Terms and Payments Terms of Use that take effect for existing sellers on November 4, 2026. Eligible sellers are enrolled in eBay balance automatically once eBay verifies their identity, and under the new terms an on-demand withdrawal is the default way money reaches your bank.

The short version

  • The new U.S. eBay balance Terms and Conditions (posted October 21, 2026) apply to new sellers enrolled on or after October 21 and to existing users from November 4, 2026. The program was called Spendable Funds; the new terms call it eBay balance.
  • All eligible US sellers are enrolled automatically after eBay verifies their identity, which starts at a new seller's first sale or an existing seller's next qualifying sale. Sellers registered in New Mexico are not eligible.
  • On-demand withdrawals are the default. Automatic payouts still exist, but you have to pick a payout schedule in your payout preferences. Value Added Resource reports that sellers on daily, weekly, biweekly or monthly payouts will be switched to on-demand and must restore their schedule.
  • The fixed spending limits ($2,000 per transaction or per 24 hours, $5,000 per rolling 30 days) are replaced by dynamic limits. Funds marked On Hold are not credited to your balance until released, and balance funds earn no interest.

What changed

eBay's U.S. eBay balance Terms and Conditions and its Payments Terms of Use were both reposted on October 21, 2026. Each says it is effective from October 21 for new sellers and from November 4, 2026 for everyone else. Value Added Resource reported the change on October 20.

Enrollment. The terms say all eligible sellers "will be automatically enrolled in eBay balance" once identity verification succeeds, and that you do not need to take any action. Verification can ask for your name, date of birth, address, Social Security or taxpayer number and photo ID. Until it succeeds, your access to eBay balance and your payouts are suspended. Sellers whose accounts are suspended, restricted or under a payout block are not eligible, and neither are sellers registered in New Mexico.

Payouts. An on-demand withdrawal is "the default setting" for moving money to your bank. To get automatic payouts you choose a payout frequency; a schedule of at least weekly also allows on-demand withdrawals, while a less frequent one may keep funds in Processing longer. The old Spendable Funds terms said a daily schedule blocked on-demand withdrawals; the new terms do not mention daily schedules at all. Value Added Resource reports that choosing daily payouts still disables on-demand withdrawals, so check what Seller Hub shows before you rely on either. eBay keeps the right to "modify or discontinue" scheduled payouts with notice, and any Available funds you leave untouched are sent to your bank no more than 330 days after your most recent sale.

Limits, holds and interest. The old terms capped balance spending at $2,000 per transaction or per 24 hours and $5,000 per rolling 30 days. The new terms make the limits dynamic, based on your risk profile and account history, shown in Seller Hub or My eBay, and changeable at eBay's discretion. Funds marked On Hold "do not belong to you and are not credited to your eBay balance Account" until they become Processing or Available. Balance funds earn no interest and are not eligible for FDIC pass-through insurance. eBay may also make your balance the default payment method when you buy on eBay; you can pick another method before you pay.

Once you have an eBay balance account, the terms say using it "becomes a condition to using your eBay account"; you can close it by closing your eBay account.

What it means for your business

The practical risk is cash flow. If your schedule is reset to on-demand, as Value Added Resource reports it will be, and you do not notice, your sales keep landing in your eBay balance instead of your bank, while your rent, sourcing and card bills keep coming due.

Here is what an unchanged setting looks like for an illustrative seller who clears $1,500 a week after eBay fees:

Weeks after November 4 without a withdrawalSitting in eBay balanceSent to your bank
1 week$1,500$0
2 weeks$3,000$0
4 weeks$6,000$0
With a weekly schedule setrecent sales onlythe rest, on schedule

Illustrative. Assumes all proceeds are Available and nothing is spent from the balance on labels or purchases. Under the terms, untouched Available funds are only swept to your bank automatically 330 days after your most recent sale.

How the old and new terms compare on the points sellers ask about most:

PointOld Spendable Funds terms (July 30, 2026)New eBay balance terms (from November 4)
Spending limits$2,000 per transaction or per 24 hours; $5,000 per rolling 30 daysDynamic, set by eBay, shown in Seller Hub

Our read: the terms we reviewed do not mention any change to selling fees, but they change when you can count on the money. Check your payout setting the week of November 4 rather than finding out at month end.

Who is affected

  • US individual and business sellers on eBay, from November 4, 2026 (new sellers from October 21).
  • Most affected: sellers who rely on automatic daily, weekly or monthly deposits to pay suppliers or bills.
  • Not covered: sellers registered in New Mexico, and accounts under suspension, restriction or a payout block.

What to do now

  1. Note your current payout schedule now, so you can restore it if it is reset after November 4.
  2. After November 4, check your payout preferences in Seller Hub (Value Added Resource points to Payments, Summary, Your Preferences) and pick a weekly or more frequent schedule if you want deposits to keep arriving on their own.
  3. Have your ID and taxpayer details ready: payouts stop until eBay's identity check succeeds.
  4. Look up your new spending limit in Seller Hub or My eBay if you pay for labels or inventory from your balance.
  5. Rerun your margins with the reseller fee calculator; our marketplace fee tracker logs every eBay change.

Keep track of every change: Seller fees on eBay, Etsy, Poshmark, Depop, Vinted and Mercari, kept current.
